Contributing to a State’s Economic Recovery and Development in the Energy Industry

By Fostering a Robust Talent Pipeline

Background

A state Governor’s Jobs & Recovery Plan aims to allocate over $1 billion in federal relief funds provided to the state as part of the American Rescue Plan Act. This ambitious plan seeks to make substantial investments in addressing various long-
standing challenges, with a particular focus on workforce development. Key aspects of the plan include:

  • Fostering Clean Energy Partnerships: An allocation of $8 million to support initiatives in the clean energy sector
  • Enhancing state’s Workforce Attraction and Retention: An investment of $18 million to attract and retain skilled workers
  • Expanding the state Career Exploration Program: A funding of $28 million to expand and improve the program and help individuals explore career opportunities
  • Promoting Equity: An allocation of $8 million to advance equity initiatives within the workforce
  • Connecting Workers to Job Opportunities: A budget of $15 million to facilitate better connections between workers and job opportunities.

The Challenge

The Clean Energy Partnership (CEP) is an initiative focused on preparing more state residents for jobs in the growing CE&EE fields, providing avenues for business support, advancing innovation in the clean energy sector, and achieving the Governor’s goal of 30,000 clean energy jobs in the state by 2030.

The Approach

The JPI Group is working in collaboration with other local non-profits on the state Internship Program. Our responsibility centers around developing clean energy partnerships, creating targeted program marketing, leading the program design and implementation, using our signature platform CareerEquity to identify, track, optimize placement and retention, identify wraparound services and seek additional funds to support the program.

The Results

We use our expertise to build a pipeline of diverse applicants targeting in-state college students, residents, and boomerangs with the goal of 30% Black, Indigenous, and people of color (BIPOC), and 40% women. JPI has screened, oriented and placed 26 participants in two cohorts in subsidized paid positions within company’s across the state with the goal of retaining them in the local clean energy workforce through full-time job offers or further training, education, or apprenticeship programs. In addition to managing the human resources aspects of the project and processing payroll, JPI provides participants and employer partners with support throughout the lifecycle of the program.
